With TUEs, athletes can use banned substances, but only under certified medical conditions. UKAD (United Kingdom Anti-doping Agency) has announced that they have opened an investigation into another incident where a British Cycling doctor reportedly travelled to the 2011 Criterium du Dauphiné with an unnmaed substance for Wiggins:
"UKAD is investigating an allegation of wrongdoing in cycling. In order to protect the integrity of the investigation we will not comment further."
