The UCI has now published a document with the list of the qualified countries, and their respective quotas of riders, in a.o. the Men Elite category for the road race at the 2013 Road World Championships. Said document can be found here; it contains only the number of riders per nation, but does not explain how these conclusions were reached.
The UCI’s quotas differ from those we published earlier on this site. Our calculations were made based on what we feel is the only interpretation of the rules that would satisfactorily explain all previous instances where a nation in the WT top-10 didn't have 9 riders classified in the individual ranking, thus evoking rules * and **.
The interpretation apparently chosen by the UCI is inconsistent with the case of Kazakhstan in 2010, who - if the UCI interpretation is to be followed - should have been awarded 9 starters back then, instead of the 6 they got.
It has not been possible to get a clarifying comment from the UCI on this matter.
